Pennhurst opened in 1908 as Pennsylvania’s institution for people with intellectual and developmental disabilities. Its founders described segregation as care, and the campus grew into a large complex of buildings outside Spring City. Over time, the number of residents far exceeded what the institution could adequately support. By the early 1960s, nearly 4,000 people lived there.
