In the weeks after Gettysburg’s battle, the dead lay in shallow graves across the fields. Some were marked only by rough boards, and weather could erase the names written on them. Pennsylvania governor Andrew Curtin asked Gettysburg attorney David Wills to arrange a burial ground for the Union soldiers. Wills and a committee selected land on Cemetery Hill, and reburial began in October 1863.
