Poenari Citadel did not begin as a monument to one ruler. Archaeological research describes an early stone tower on Mount Cetățuia, probably built under the first Basarab rulers in the fourteenth century. The fortress later served several purposes: shelter for rulers, storage for the treasury, and a place of confinement for nobles accused of disloyalty.
